Dr. Sebastian Heilmann is a professor of Comparative Government at the University of Trier. With Elizabeth J. Perry, he co-edited the volume Mao’s Invisible Hand: The Political Foundations of Adaptive Governance in China, Harvard University Press, 2011. The research for this article was supported by a multi-year grant from the German Federal Ministry of Education and Research. The overarching project examines the governance of industrial and innovation policies in China.
